Below London, survival is political.
The Underground is divided between communities, councils, soldiers, traders, neutral stations and rising powers that want to reshape the network.
The North Greenwich Community
Leader: Adam Stewart.
Territory: the eastern Jubilee line network.
Ideology: cooperation, trade, development and survival through stability.
Relationship to Harvey: his home community and the place he considers family.
The Iron Legion
Leader: Salim al-Kadir.
Territory: King’s Cross and the western corridors.
Ideology: absolute order, military discipline and the unification of London by force.
Relationship to Harvey: his principal enemy.
The High Council
Political leader: Adam Stewart.
Seat: Green Park.
The High Council represents the alliance of the major underground communities and attempts to preserve peace between stations.
The Independent Communities
Smaller, isolated stations trying to remain neutral in the conflict between Green Park and the Iron Legion. Their survival often depends on trade, secrecy and careful diplomacy.
